10.34 A key question in developing workplace learning is 'who should pay for what?' The 'grant/ levy' system had some merit in that, at least theoretically, it provided for some equity between those who did and those who did not invest in training. However, the process appeared to degenerate into a 'paper chase' with 'training officers' spending more time in chasing grant and avoiding levy, than in providing training.

10.35 In developing a new approach, consideration has to be given to the various and proportional responsibilities of Government, employers and individuals for the existence of current learning needs. It also requires an assessment of the financial, economic and personal benefits which will accrue to each, with those factors reflected in the financial, and other contributions expected from each. It is reasonable to expect employers to fund task specific or job-related learning. Employers with, perhaps, some support from Government should also fund parallel and transferable skills learning. There is, however, a strong case for individuals contributing to their personal development learning.
