15.13 What is needed are good working models of learning enhanced by technology. Whilst there are excellent pilots, they lack critical mass, secure funding and therefore the possibility of transferability. There is no agreed strategy for developing technology-based learning materials, requiring heavy up-front investment and collaboration between partners. The danger is that commercial partners will confine themselves to large population study areas. There is also an issue of ownership of intellectual property particularly for publicly funded work. There is a shortage of good content and software.
