15.11 New communications technology can also enhance learning in institutions and informal settings by facilitating collaborative learning between different sites, institutions and countries and providing access to resource materials through the World Wide Web, distributing them on line or via CD-ROM. The new communications technology can facilitate electronic publishing and the production of materials, enable tutors and students to link up for mutual support and enhance people's skills through the process of learning- extending the time frame of learning and providing an understanding of needs beyond the group. They can, too, provide a private and non-threatening re-entry for some people who have been unsuccessful in earlier learning. Open and distance learning has already extended access to education and training for many.

15.12 Institutions of higher education already have considerable experience in collaborating in the use of information technology through JANET and SUPER JANET, and the new strategy should draw on this experience and, if possible, make use of the facilities already developed. Similarly, on a more local basis many colleges of further education, libraries, other providers and employers have already been linked up in local area networks, to make use of information technology.
