15.9 In addition to contributing to the University for Industry and National, Learning Grid, it will be essential for all of the media of broadcasting and communications, to map out and explain to other learning partners how best the media can support lifelong learning opportunities for all. Attention should be given to ensure that differential access to, and use of, the new technologies does not itself become the basis of additional divisions. Technologies to support learning will also need to be closely integrated with appropriate opportunities for face-to-face contact and other learning support. Post-16 vocational curriculum students are expected to use learning technologies as an integral part of their studies. There is no reason why the A level curriculum, and A level teachers themselves, should not be required to incorporate learning technologies into their work.
15.10 In our view, Government should adopt policies to secure access to new technologies, including eventually Internet connectivity or access for everyone, including those for whom financial barriers would otherwise be insuperable. Government, funders and providers should also establish arrangements to encourage individuals to acquire relevant skills and knowledge. To achieve this we propose that:
