9.7 The creation of Individual Learning Accounts, with their twin core principles of shared responsibility and shifting the emphasis of support to learners themselves also represents a significant opportunity to promote the interests of learners and widen the constituency of learners in this country. We have more to say about Individual Learning Accounts, and their possible use, in the next section, Promoting Lifelong Learning at the Workplace.

9.8 We believe that Government should explore the wider use of Individual Learning Accounts as a funding mechanism to increase commitment to and involvement in lifelong learning, bearing in mind the principles proposed earlier. Where they are made available, individuals, companies and other sponsors should be actively encouraged to contribute to them.
