4.11 A society committed to the achievement and maintenance of a learning culture for all will look to those in positions of authority and power to root out blockages in the system. It will be their responsibility to tackle obstacles to wider participation and deploy the resources under their control to enlarge opportunities, particularly for those who risk exclusion or who suffer from other inequalities which limit their chances of engaging in learning, if that would otherwise be their choice. The central notion that learning should be available to all who are able to benefit from it and are ready to do so, will be the chief criterion at all levels for extending opportunity, rather than this being determined by external and irrelevant considerations.
