4.9 In a learning culture, manifesting variety and diversity, where individuals, groups and organisations can avail themselves of the forms and levels of learning most appropriate to them, people will be able to access timely and appropriate information, guidance and support. It will be made available nationally, regionally and locally through a national learning information service, with t'signposting', information centres and access to independent professional guidance. Improved forms and levels of advice will make more use of new technology, documentary information and opportunities for face-to-face assistance.

4.10 With this in place, people will be better able to share in the management and direction of their own learning, navigating the various options and learning pathways opening up to them. In common with learning provision generally, this will be underpinned by strict quality standards. It will ensure that the voices and needs of those who should benefit from the service are properly heard and responded to.
