4.7 A learning culture for all will embrace a broad range of forms and types of education and training, whether formal or informal. People will undertake learning in a variety of locations, through various modes of study and at different times throughout life. It will support and promote both individual and collective well being and achievement and should be designed to develop people's skills and aptitudes to the full. It will foster people's creativity, strengthen citizenship and contribute to economic success for the country as a whole, for business, for communities and for individuals and their families.
