4.6 The main aims of policy and practice will be, first, greatly to widen participation in lifelong learning in our society for all who desire it. Secondly, there will be a shared responsibility for its development, with learners themselves at the centre of our concerns, taking increased ownership of their own learning and its management throughout life. To achieve this, a much better understanding of the potentially rich variety of learning activities and achievements open to learners and potential learners will have to be secured, with support enlisted for their diverse forms.
