5.18 For lifelong learning to be effective and valued by those it is intended to benefit, it must be bear the hallmarks of high quality and flexibility in whatever guise it is provided and enjoyed. Much will depend upon those closest to the point of learning itself to ensure that these two features are a normal part of the service. This is especially true of new or experimental forms of lifelong learning, where the risks to the learners themselves from participating in innovative schemes should not include potential problems of poor quality or rigid, inappropriate arrangements.
5.19 Those charged with responsibility for funding, promoting or overseeing provision should take appropriate steps to inculcate good habits in the delivery of high quality and flexible provision of learning opportunities. They should do this through inspection, audit, fostering a culture of self-assessment and through improvements to the training, development and qualifications of staff whose job it is to teach, support learners, inform and advise them, and foster a love of learning.
