5.1 Progress towards the realisation of the vision we have set out will be greatly assisted by the establishment of a number of core principles which should underpin the vision, drive strategy, shape policy and inform practice at all levels. We believe that this approach is to be preferred to drawing up an instant 'shopping list' of apparently desirable initiatives, with little guidance about priorities and lacking any systematic basis for evaluating different ideas and suggestions for action. We set out our own ideas for these principles below.
