16.1 We recognise that achieving change of the order recommended throughout this report represents a major task for all. It needs to be carefully planned and led, by Government, with enthusiasm, vision and commitment. The first task is for Government to set out clearly its case for lifelong learning, its vision and the principles by which it intends to develop strategy and change practice. Government should also set out a clear strategic framework with an accompanying set of targets and timetables so that progress toward them can be monitored and reviewed. The publication of the White Paper offers an ideal opportunity to take the first steps in this.
16.2 The strategy needs to be developed in close consultation with other bodies which will be responsible for its effective implementation, with appropriate operational plans, targets, timetables, methods of monitoring and review and costings. All of this needs to represent an inspiring and credible bridge between the vision and its step-by-step achievement in practice.
