12.20 The contribution of existing funding bodies (such as the universities' and colleges' Funding Councils, research councils, local authorities and employers and those allocating the various challenge and European funds available) will be critical to the success of the whole project. To them will fall responsibility of allocating resources to help achieve the overall vision, in line with the core principles to be laid down by Government. They will need to overlay their already difficult work with a clear perspective on the priorities required to achieve lifelong learning for all.
