14.21 The development of records of achievement or personal portfolios alongside a credit framework, and the availability of A levels and units of GNVQs and NVQs, will enable learners to gain clearer recognition for achievement. A credit framework and the flexible organisation of learning will encourage adults to return to study and enable those on work based training to broaden their study.

14.22 This is a visionary and ambitious agenda which, although it requires detailed implementation work, is nevertheless achievable. The aim of establishing a coherent, rigorous and easily understood framework of qualifications is supported by this proposal, which will radically simplify the qualifications system rather than increase its complexity.
