Terms of Reference for the Working Group on Post-School Basic Skills
The Group will advise on ways in which the Government's plans for basic skills provision for adults can be supported and developed to achieve the target to help 500,000 adults a year by 2002.
The Group will identify and consider:
- the effectiveness of different kinds of provision (including that supported by FEFC, LEAs, programme for unemployed people and other initiatives) and coordination between them;
- models of good practice in coherent delivery and funding of basic skills and ways to disseminate them;
- ways of increasing the volume, quality and effectiveness of literacy and numeracy opportunities across all learning environments.
The group will liaise closely with the National Literacy and Numeracy Strategy Group. It will report to the Secretary of State by the end of November 1998 and provide interim advice by the end of July. In carrying out its work it will ensure that it takes full account of the roles and responsibilities of all relevant funding and providing and quality assurance bodies, and the need for value for money.
