Intelligence Gathering & Action Planning

Key Issues:

  • Monitoring information is very difficult, particularly in relation to Learning Targets. It is almost impossible to get up-to-date data.

  • Research into Learning Partnerships performance shows that 33% of Partnerships are doing well, 20% are struggling and the rest are somewhere in the middle. Learning Plans need to be revisted and rewritten if necessary; they often do not include enough providers.

  • So much has been going on, Learning Partnerships have not been able to focus on a clear statement of role and associated plans.

Other points emerging:

  • There are resource problems for Partnerships relying on TEC funding - about a third.

  • Government Offices need to be flexible in helping Learning Partnerships move forward from monitoring Learning Targets.

  • It is better to collect data relating to specific themes, rather than collect it at random and then see what you have got.

  • Focus should be on intelligence gathering for Performance Measures.

  • In considering actions they should take, Partnerships have to decide how they can present themselves as the voice of the learner.
