It is almost impossible to get up-to-date data. Research into Learning Partnerships performance shows that 33% of Partnerships are doing well, 20% are struggling and the rest are somewhere in the middle. Learning Plans need to be revisted and rewritten if necessary; they often do not include enough providers. So much has been going on, Learning Partnerships have not been able to focus on a clear statement of role and associated plans. Other points emerging: There are resource problems for Partnerships relying on TEC funding - about a third. Government Offices need to be flexible in helping Learning Partnerships move forward from monitoring Learning Targets. It is better to collect data relating to specific themes, rather than collect it at random and then see what you have got. Focus should be on intelligence gathering for Performance Measures. In considering actions they should take, Partnerships have to decide how they can present themselves as the voice of the learner.
