Incentives to learn19 We want to promote learning as a worthwhile activity. The partnership will review the incentives available to encourage more prisoners to participate in education and training. For example, to ensure that the financial incentive for those in custody to participate in education and training is on a par with the incentive to participate in work. To organise programmes in a flexible way so that prisoners, including short term prisoners, can work towards the achievement of small accreditation units and have the opportunity to complete the qualification in prison or after release. The partnership will need to consider too how, within security requirements, it can promote wider access to learning using modern technology, building on experience gained through the Open University and learndirect.
