Building capacity 16 Building the capacity of the Prison Service, and other organisations involved, to support improvement in the number and quality of education and training opportunities for prisoners will be a central task of the partnership – and effectively underpins all its other work. We will only achieve the improvement in outcomes for prisoners we seek if the partnership can secure greater consistency and coherence in the learning and resettlement opportunities offered by prisons and by agencies contributing to resettlement. The partnership will take a fresh look at how effectively the current arrangements contribute to delivering accessible and high quality opportunities to learn and progress to work. This will help point the way forward for where and how most effectively we can build capacity in our prisons and target support for prisoners on release.
