We would welcome comments on all aspects of this Green Paper. The questions on which we would particularly like views are to be found in each Chapter, as well as being brought together below for ease of reference.

Once all of the responses to this consultation document have been received, we will make them available and will draw on them in carrying forward the proposals set out in this paper.
