6.5 In order to protect standards and simplify the qualifications system, we have established the Qualifications and Curriculum Authority (QCA) in England. The QCA will:

  • develop a framework for all nationally recognised qualifications (other than those awarded by higher education institutions) so that people know what their qualification means;

  • accredit awarding bodies, so that people can rely on the quality of their qualification. This will be helped by the formation of three unitary awarding bodies for 16-19 qualifications; and<

  • ensure that qualifications reflect the needs of industry and of higher education, working with the National Training Organisations and with the Quality Assurance Agency for higher education.
