We propose to:
- secure major improvements in retention and achievement in further education;
- work with TECs to raise standards and effectiveness;
- work with OFSTED, the FEFC and LEAs to set and monitor standards for adult education
arranged through LEAs;
- improve and harmonise inspection arrangements post-16 and the monitoring of performance
across schools, further education and training, including setting in place an
independent Training Inspectorate; and
- monitor the implementation of the Dearing committee's recommendations on quality and
standards within higher education.
