Opportunities for students with learning difficulties and disabilities Chapter 4 Section 6 4.36 We propose to explore with voluntary and statutory bodies how best to improve access to further and higher education and training for students with disabilities and special educational needs, including severe learning difficulties. We will launch our New Deal for Disabled people and help students with disabilities in higher education, including by abolishing the means-test for Disabled Students Allowances. We will build on the Inclusive Learning report produced by Professor John Tomlinson's Committee. The FEFC has already committed £5 million over three years for a quality initiative for staff development and an additional £5 million in 1998-99 for students with learning difficulties and disabilities. We also want to make sure that all programmes for improving quality include people with disabilities and learning difficulties, as proposed in our Green Paper Excellence for all children (Cm 3785).
