We propose to:

• establish Investors in People as the general standard for employers;

• set new targets for workplace learning;

• establish a Skills Task Force;

• encourage workplace partnership between employers, employees and their trade unions to promote learning;

• develop benchmarking of employers' investment in developing skills and the publication of more information on employers' investment in learning;

• require TECs to produce workforce development plans;

• build National Traineeships and Modern Apprenticeships as employers' preferred route to skills for their new recruits, and increase help with basic skills; and

• establish strong, employer-led National Training Organisations able to drive up participation and standards in learning at work.
