Priorities for early action

We propose to:

  • judge priorities for public spending against our principles for shared investment in learning;

  • provide funds for an additional 500,000 people in further and higher education;

  • introduce individual learning accounts - linked to learning smart cards - to help people take responsibility for investing in their own learning;

  • offer one million learning accounts a starter contribution of up to £ 150 each;

  • implement our new arrangements for student support in higher education;

  • help young people and adults in financial hardship to meet costs associated with learning, including through a new system for discretionary awards; and

  • consult on our childcare strategy.
