Priorities for early action

We propose to:
- judge priorities for public spending against our principles for shared investment in
learning;
- provide funds for an additional 500,000 people in further and higher education;
- introduce individual learning accounts - linked to learning smart cards - to help people
take responsibility for investing in their own learning;
- offer one million learning accounts a starter contribution of up to £ 150 each;
- implement our new arrangements for student support in higher education;
- help young people and adults in financial hardship to meet costs associated with learning,
including through a new system for discretionary awards; and
- consult on our childcare strategy.
