Title: Securing a Policy Framework that Promotes Lifelong Learning

The idea of lifelong learning today is accepted by every person - at least by those who want to succeed in work and in life at all. But, when talking about the policy framework securing lifelong learning, we only stress the right to learn, the possibility to learn and access. Should we also think of the quality of education and training?

Some years ago, in a big international conference, I heard a lady from India saying that the Indian educational system provides 800 million headless people, meaning that the level of training or initial training is so low that people finishing the school are not able to think and act independently. But the Danish act of adult education says that every person has a legal right to use his or her head. I agree with that very much.

These are 2 absolutely contradictory systems with very different aims and I hope that during our workshop all aspects of a quality framework that secures the promotion of lifelong learning will be discussed.
