The Final Report

The Community Leadership Training Pilots project was initiated in response to the issues raised by the final report of the Policy Action Team (PAT) on Skills, Skills for Neighbourhood Renewal: Local Solutions (1999). The intention was that the pilots should offer lessons and models that might be transferable to other disadvantaged communities in order to create and extend social capital through community leadership.

Five pilots were involved in developing and delivering programmes: Fircroft College, Birmingham; Northern College, Barnsley; Ruskin College, Oxford; the Bernie Grant Trust, London and Manchester; and, Community Initiatives for Citizenship Education Regionally Organised (CiCERO), London. NIACE (the national organisation for adult learning) undertook a co-ordinating role for the evaluation of the initiative overall.
