- Jephson Homes Housing Association Ltd. (RSL, Swindon, £19,900) - aims to enhance basic skills and citizenship in young people by providing basic skills tuition and establishing a youth council.
- Somerset Racial Equality Council (Voluntary Organisation, £30,000) - wishes to provide learning opportunities for black and ethnic minority women and to work with other education providers to support their progression.

- City and Hackney Alcohol Counselling Service (Voluntary Organisation, £29,565) - wishes to build on laptop development work to offer 'Crossroads' - a basic skills programme for members.
- PACE (Project for Advocacy, Counselling and Education) (Voluntary Organisation, £7,210) - an organisation working with unemployed adults seeks to develop a basic skills programme of residential and short courses for those with mental health problems.
- The House of St Barnabas in Soho (Voluntary Organisation, £9,900) - will develop a practical basic skills programme for the homeless women in their area, many of whom are asylum seekers.
- Look Ahead Housing and Care Ltd. (Housing Association, £29,700) - wish to develop basic skills provision and a mentoring scheme for residents and for employees.
- The Big Issue Foundation (Voluntary Organisation, £30,000) - aims to improve the basic skills of vendors by involving them in a programme of basic skills, writing and photography.
